Jean-Marc was born and raised in the City of Ottawa and attended the University of Ottawa where he graduated with a Bachelor in Administration in 1973 and a Bachelor of Laws in 1976. He was called to the Bar of Ontario in 1978.

Jean-Marc was a partner in several Ottawa based multi-disciplinary firms until 1997 when he founded Chénier & Associates.

Jean-Marc and Sonya Notturno entered into a partnership in January 2009 and formed Chénier & Notturno which has now existed in its present form since November 2015 with the founder, Jean-Marc, retiring in October 2015.

Jean-Marc litigated at all levels of Court and has conducted lengthy trials in both official languages. His fields of expertise included Criminal Law, Residential Real Estate and Mortgages, Children's Law including Children's Aid Society matters, and Family Law. He also facilitated numerous Legal Aid Ontario Settlement Conferences. Jean-Marc was a member in good standing of the Law Society of Upper Canada, the County of Carleton Law Association, the Defence Counsel Association of Ottawa and, for more than 25 years, the Office of the Children's Lawyer. He was a board member of the Canadian Mental Health Association and an instructor at the Bar Admission Course in Ottawa.

He is now enjoying a well-deserved retirement with his wife, children and grandchildren.
